Joann S. Blow, 71, of Harrisville, passed away Sunday, July 10, 2011 at Lincoln Haven Rehabilitation and Nursing Home in Lincoln, Michigan. Born November 19, 1939 to James and Hazel (Talbot) Skeeter in Portsmouth, Virginia, she was raised there. She married Clifton Blow; he preceded her in death in 1994. Joann worked as a Delinquent Tax Collector for the City of Portsmouth. They moved to Greenbush in 1970 where they resided until 1978, returned to Portsmouth then moved back to Harrisville in 2000. Joann leaves behind four children; two daughters; Noreen Mendyka of Harrisville, Vicki Burkhart (Hobart Kirsch) of Cheboygan, two sons; Edmer James (Ruth) Burkhart, of Tawas City, Edgar Alan (Amanda) Burkhart of Springfield, Missouri, seven grandchildren, and 7 great-grandchildren, Two brothers; James Skeeter of South Carolina and William (Phyllis) Skeeter of Portsmouth, Virginia; one sister; Hazel (Donald) Lehman of Indiana also survive. She was preceded in death by her parents, one son; Eddy Rae Burkhart, Jr., one sister; Jean, and one brother; Clarence Skeeter Visitation will be Wednesday, July 13, 2011 from 4:00 P.M. to 8:00 P.M. at Gillies Funeral Home, Harrisville, where the funeral will be Thursday at 11:00 A.M… Rev. Tom Welscott will officiate. Burial will be in Meadowbrook Memorial Gardens, Suffolk, Virginia.
